Add uv tool upgrade --all command to contributing docs

quick thought: steps 7-8 are about prek hooks (install/uninstall), and the "For more information" bullet right after acts as a closing for that section. this new step feels a bit disconnected here since it's about upgrading tools in general, not specifically about prek hooks.

WDYT about placing this closer to where UV tools are first installed? that way someone reading top-to-bottom sees "install tools -> here's how to upgrade them later" in a natural flow.

not a blocker, just a suggestion.
