Description

We should add legacy commands in CLI that error and show new command that should be used instead.

Use case / motivation

When running the odl CLI command, user should get an error and explanation which command to use instead.

The list of old/new commands has been documented in UPDATING.md as part of #9952. This is a follow up to this ticket to make this information more easily available to the users without having to look it up in UPDATING.md
