- ensure we install arm64 drivers on arm64 builds
- enable caching during build
- reduce image number of layers

curl -C - piped directly to tar fails when no cached partial file exists because the server returns a 416 error. Download to a file first so the resume flag works properly.

- aarch64 geckodriver asset is linux-aarch64.tar.gz not aarch64.tar.gz - Add -f flag to curl downloads to fail on HTTP errors
Maven Central only publishes selenium-http-jdk-client up to 4.13.0, not 4.39.0, causing a 404. Add separate ARG for the client version.
