Prevents accidental use of some binary dependencies that are not already pre-build as binaries for all supported platform/os combinations. This is known to cause either huge build times and even timeouts in some particular cases.

Also addresses issue with nested call of tox which in some cases creates a dead-lock, as seen on #680
