ctrl-left/right doesn't navigate between subagents since 1.0 TUI - TUI captures left and right? #4180

This may have broken before but the 1.0 TUI cutover is when I first started noticing it.
If i set a new keybind e.g. ctrl+n, it cycles just fine, suggesting it's possibly an issue with how left-right events are captured

1.0.0 - 1.0.55
Steps to reproduce
- new session, prompt to create subagents e.g.
run 10 subagents that run bash, echo their agent id, and sleep for 10 seconds - try to cycle
