docs/man/po: drop accumulated obsolete (#~) entries - #889

Removed 152 obsolete msgid/msgstr pairs (627 lines) across 9 man-page catalogs (de, es, fr, hu, it, ro, ru, tr, zh_TW). These were stale entries po4a/msgmerge kept as translator hints after the underlying man-page strings changed; msgfmt skips them already, so this is a pure source cleanup with no runtime effect. manpages-pt_BR.po was already clean. Only the trailing obsolete block was removed — active translations are left byte-for-byte unchanged (no rewrap). msgfmt --check passes on all catalogs and active message counts are identical to before.
