Closes the last piece of amule-project#641. Phase 1 (amule-project#674) made CSearchFile round-trippable to disk and Phase 2 (amule-project#680, amule-project#711) let a client enumerate the daemon's active searches over EC; neither survived a restart. This adds CSearchList::StoreSearches()/LoadSearches() and StoredSearches.met, wired into daemon startup and shutdown, so results are still there after aMule restarts.

The file is bounded at both write and read time, and a malformed count fails the whole load closed rather than partially populating. Parsing is separated from committing, so a record that goes bad partway leaves the live maps untouched. A restored Kad search comes back already finished, since its CSearchManager::CSearch cannot survive a restart, and restored searches are registered with the EC multi-search registry so a freshly connecting client sees them as it would a live search.

Review findings addressed before merge: both id allocators now reserve the restored ids in their own range, partitioned on the id's high bit rather than the persisted kind byte, so a search started after a restart can no longer be handed a restored search's id and have its results land in that tab. Persistence is gated on the "remember search history" preference, and turning that off deletes an existing StoredSearches.met rather than merely stopping new writes. Restored tabs get their real hit count instead of the "(0)" label the EC-discovery path uses.
