completes file but stuck at 99.9%, file stays in Temp/ #650

On 2.3.3-312-g59d718818

download shows green at 99.9% and says "completing":

confirmed in file details. But doesn't actually end up in Incoming.
The Temp file is correct though.

At the next restart, file is still in Temp, shows green but at 0% (tried to stop, but can't "restart").
