docs(README): add Translations section pointing to Weblate - #71

Add a Translations section at the end of the README, mirroring the note in the amule-org.github.io repository README. It explains that the translations of the application interface and the man pages live in this repository and can be edited either via pull request or through Weblate, linking to the Translations guide and the Weblate guide on the documentation website.
