Summary

Due to various automation limitations, we are not using the auto-merge workflow, thus this PR eliminates it.

Deleted file: .github/workflows/auto-merge.yml

Checklist

  • My code is tested and passes existing tests.
  • My code follows the Engineering Guidelines (updates are often made to the guidelines, check it out periodically).

QA Passed ✅

Verified the issue, and the auto-merge.yml is deleted successfully. Not able to view the file in the development branch now.
