Show ActivityPub comment form based on permalink support#641

Add post_supports_activitypub() to check whether a post can receive ActivityPub replies by checking the parser, post meta, or whether the permalink host is a known ActivityPub instance. When a post doesn't support ActivityPub, show a message with a link to comment at the source instead of silently hiding the form.
