Add documentation for OctavePackage and CudaPackage#4

This looks great. I think we could add quite a bit more detail though. For example, for CudaPackage, it might help to list all of the variants and attributes that are added and give examples of how they can be used. For OctavePackage, it would be good to discuss where Octave packages can be downloaded from and which files to look for when determining dependencies. See the other build system docs I wrote for examples. |

Whenever attempting to use any ncurses functionality within cscope, a
page fault would result within the ncurses library.
Program received signal SIGSEGV, Segmentation fault.

This is due to a conflict between libtinfo.so and libtinfow.so. Both are
linked into cscope:
