Updating the licensed workflow so that its passes. As part of the process I also regenerated the
.licensecache as it looked like files were out of date.This is my first time working with github/licensed, so I'd definitely appreciate feedback on further improvements we can make to the configuration. I followed similar patterns that we're using for internal Go projects.
