@ryaugusta Hey! Thanks for the pull request. Unfortunately, we can't merge this- our plan for the community-maintained 22.04 images is to make them minimalistic. "Align with GitHub managed runners" was the unachieved(and unachievable) goal for 20.04 images. You can't make those aligned as the GitHub-managed runner VM images are sized gigabytes and we can't say for sure what's needed or not. Please can you also see #3000? |

This pull request adds the
makeandwgetpackages to the Dockerfiles for the actions runner in order to support build and download operations. The most important changes include adding themakeandwgetpackages to theactions-runner.ubuntu-22.04.dockerfileandactions-runner-dind.ubuntu-22.04.dockerfile.Main package additions:

Aligns with GitHub managed runners as they have
