This uses the new signal rewriting (cc @mcclurmc) to simplify the way we handle rewriting job control suspend signals in setsid mode (something we were already doing, but can now do using the signal rewriting code).

This has an added benefit of letting people disable that rewriting if they want to (they can now just add additional -r flags to set the signals back to normal).
