What?

Start a documentation page to describe how to self-host your own instance of Playground. Resolves #459.

@eliot-akira what do you think this needs to be mergable? what is left before we say it's a good-enough change to push out there and let future enhancements make it better?

@dmsnell OK, I reviewed the current state of this PR, and I believe I've wrapped up all the loose ends. I think it's good enough to publish now.
