This PR backports the patch from WordPress/wordpress-develop#1492
Note: Some things from the original PR were omitted here.
The core PR adds an exception so the
temp-backupfolder does not get deleted when starting an update (related to https://core.trac.wordpress.org/ticket/53705).In the plugin we can't do that since there's nothing to hook into. As a result, the
temp-backupwill get deleted every time and therefore, we don't need the cleanup processes that the core patch has.
