On the Make WordPress Performance page, dashicons are not rendering correctly. Instead of the proper icons, empty square boxes are displayed.

Steps to reproduce:

1. Visit https://make.wordpress.org/performance/ .
2. Also note the dashicon next to the “Show welcome box” label on the right side of the page.

Expected behavior:

Dashicons should render correctly and display the proper icons.

Possible cause:

The dashicons stylesheet might not be enqueued or loaded properly on this page.
