Issue Description

While browsing the Server Environment page of the WordPress Hosting Handbook, an empty tooltip/cardify box appears when hovering over multiple linked Trac ticket references (e.g., #59231, #59232, #59233, etc.).

This issue occurs on several links throughout the PHP 8.3 and PHP 8.4 sections, not just a single instance. It appears to be a UI or JS issue related to the hover preview/cardify feature used for Trac links in the handbook.

Steps to Reproduce

1. Navigate to: https://make.wordpress.org/hosting/handbook/server-environment/
2. Scroll down to the PHP 8.3 and PHP 8.4 sections.
3. Hover over multiple ticket number links such as:
   • #59231
   • #59232
   • #59233
   • #62061
   • #51525
   • #54183
   • and more.
4. Observe that an empty tooltip/card is displayed on each hover.

Expected Behavior

When hovering over linked Trac ticket numbers, one of the following should occur:

• A meaningful preview of the ticket appears (if supported), or
• No tooltip/card is shown at all.

Actual Behavior

An empty tooltip/cardify box is displayed on hover for multiple links, creating a broken and distracting UI experience.
