There was a conflict while trying to cherry-pick the commit to the wp/7.0 branch. Please resolve the conflict manually and create a PR to the wp/7.0 branch. PRs to wp/7.0 are similar to PRs to trunk, but you should base your PR on the wp/7.0 branch instead of trunk. |

There's a merge conflict due to #75886 being in trunk but not in the 7.0 branch, so I've removed the backport label for now while I determine if the onunload PR will need to be backported too. |

Uses the web visibility API to slow down synchronisation requests when the browser tab is hidden (user viewing another tab or screen saver active). Sync requests drop from once per second (no collaborators) or four times per second (with collaborators) to once every thirty seconds. Once the tab is reactivated an immediate poll for updates is completed in order to ensure the document is up-to-date. The polling interval increases to the default. This modifies RTC updates to back right off when the window loses visibility, triggered either by switching tabs or screensavers/lock screens activating.

How?
Note: I tried to make this a little better by using
document.hasFocus()so that the slow down occurred if the editor was in a separate window but this proved to be unfeasible in posts containing embeds as clicking within the embed causes the document to lose focus, even though the browser tab retains it.Testing Instructions
