I'm not sure about including this hardcoded list of focusable elements, but I'm also not sure how else we'd detect whether there were any focusable elements within the panel. @t-hamano Is this the sort of solution you were thinking of or expecting, or have I made this too specific?

May also need to check whether a found element is hidden using display: none or visibility: hidden; if the focusable element is hidden using one of these mechanisms, it won't be focusable.
I suppose we should also check for the inert attribute.
There is an NPM package that could conceivably be pulled for this: https://www.npmjs.com/package/focusable-selectors?activeTab=readme
It's maintained by an accessibility specialist, so I'd trust it from an accessibility perspective.

We already have a convenient API for finding focusable or tabbable elements.

const tabbableElements = focus.tabbable.find( element );However, I think we are intentionally not using this package to avoid increasing the JS bundle size on the front end. Perhaps hard-coding the focusable elements might be a good idea for now.
Alternatively, we can always apply tabIndex=0 without detecting focusable elements 🤔

Thanks both, it sounds like hard-coding the focusable elements is worth trying first then. I'd prefer that to increasing the front end JS bundle size.

This means that a tab panel that contains focusable elements would incorrectly have tabindex=0, though, right? That would mean the tab panel would be focused first, and then the first focusable element within the panel.

Yes, that's true, but while it's a bit redundant, I'm not sure if that's a problem from an accessibility perspective. I think it's better to have the panel be focusable than not having it. @joedolson mentions the following in #75403 (comment):
It should be feasible to test the contents to identify whether the first contained element is focusable, but if not, it would be better to give active panels
tabindex="0", so that focus can move directly to them.

Ah OK, maybe we should go with that option first then, as it's the simplest? It sounds like it's probably best to keep this PR as simple as possible, and we could introduce detecting focusable elements as a follow-up.

I've simplified this PR for now as described above, in c4917a2. I think it's best to do the element detection in a follow-up, and we can discuss the best approach in a dedicated PR.

My logic here is that the majority of tab panels are likely to contain static content first: a heading, paragraph, image, etc. So most tab panels will need to be focused. This can be verbose for screen readers, but needed for keyboard. So if we don't deal with checking for focus, we should make the default a focusable tabpanel.
