Thanks for the PR!
I don't see any reason not to add width support to the Paragraph block. Looking at #31429, many users have requested this feature.
Maybe there's some reason why this hasn't been possible for so many years...?
I'd appreciate some second feedback just to be sure.

I think this is a good addition but I actually think this should be added to all blocks and ideally be controlled by the "parent" container and not by the block itself. If the parent is "flow" layout (regular layout), just show wide/full/left/right alignments, if not no alignments... Something we could try separately. |

I think we should adjust align support across all blocks, not just limited to paragraph blocks, such as not showing placement controls. Let's merge this PR and adjust separately. |

Why?
Heading blocks have wide and full, but paragraph blocks do not.
There didn't seem to be any negative comments in the issue, so I made the adjustment.
