Related to #61770
This PR adds an additional section to the Filters and Hooks doc within the Curating the Editor Experience section of the BEH.
The section provides a brief introduction to block filters, specifically
block_type_metadata, and then links the reader to the Block Filters documentation. I imagine we can build out this section more in future PRs.
