Description

When using a filter on a datetime field, it automatically converts the selection to UTC:

This was initially fixed by this PR: #72756 (proof) but was re-introduced at a later point

Step-by-step reproduction instructions

1. Ensure that you are not in UTC.
2. Go to the datetime field example in the Storybook.
3. Click to add a filter.
4. Select a date and time.
5. Notice that when you close the filter, your selection is displayed in UTC.
