What problem does this address?

Once client side media is working well as a viable solution to replace server side media processing, we can remove it from Experiments and make it a core feature.

What is your proposed solution?

• Remove client side media experiment option and checks
• Default to using client side media processing for all new uploads (when feature is available and supported for upload type)
• Update documentation to change feature to non experimental
• Add a new filter developers can use to disable client side media
