What problem does this address?

#74120 added a List View inspector tab to several block types. At the moment this isn't exposed within patterns.

To make navigating to inner blocks within patterns easier, it'd be useful to show the List View tab when there blocks within the pattern that support it.

What is your proposed solution?

This could work similarly to the content tab (as implement in #73863). The content tab can be shown for a single block (only showing fields for that one block) or for the entire pattern (showing fields for the entire pattern).
