As noted by @andrewserong in #74501, the save button stays disabled after a batch upload with the Client Side Media experiment enabled:

In practice, I'm noticing that while uploading, the save/publish flow for the post is blocked (which makes sense), but for some reason after all the uploads are concluded, the save/publish button for the post or page I'm editing isn't made available again, so I'm unable to save a post after dragging and dropping images to upload onto an image or gallery block.

Step-by-step reproduction instructions

1. Enable client side media experiment
2. Create an publish a post
3. Upload a bunch of images
   Note: Save button stays disabled
   Expected result: Save button enabled when uploads complete
