Description

On a page with multiple content types, sometimes just clicking on a block causes it to move up or down a place. It only seems to happen when the block is not already selected.

Step-by-step reproduction instructions

Unfortunately I can only repro this intermittently. By adding miscellaneous content (text, images, groups) to a page and clicking around I can usually get it to happen sooner or later, but there doesn't seem to be a specific sequence of events or type of click movement that always triggers it. I did manage to record an instance of it! In this case the moving block was a synced pattern, but it happens with groups, images, buttons, etc. - pretty much any block you can grab and drag.

I have reproed this (intermittently) on both 6.9 and the latest Gutenberg trunk.
