Description

Template part editing may not be possible if the preview mode cannot be changed.

Sometimes the lower part of the footer cannot be edited due to a lack of scrolling functionality.

Step-by-step reproduction instructions

1. Navigate to the Site Editor.
2. Change the preview mode to tablet or mobile.
3. Click the "Edit" button for the template part.
4. The view changes to the canvas editor. When in mobile view, the bottom portion may not be editable.
