Description
What problem does this address?
Automatic conversion of HEIC images landed in 6.7 but this is only done when there is server support:
Conversion is only done if the server has a version of Imagick that supports HEIC.
As a result, there are still cases where this fails and we show users the option to still upload an HEIC image.
What is your proposed solution?
Grey out the option to select HEIC images from the list when there is not server support when looking at the list of uploads. This will not work when dragging and dropping but it will work when manually selecting.

cc @ramonjd is this something you could look into as an improvement for media? Not sure if this needs to be in GB or Core trac so happy to open another issue elsewhere if that's better suited.
