Hello,

Since updating to WordPress 6.8.1, we've noticed an unexpected scroll behavior in the Gutenberg editor:
when LinkControl is open, scrolling inside the modal also scrolls the page in the background.

WordPress 6.8.1

Step-by-step reproduction instructions

• Go to the post/page editor.
• Add a Paragraph block.
• Select a word and click on the “Insert link” button.
• Try scrolling inside the modal.
• The main page scrolls along with the modal.
