What problem does this address?

Users have been accidentally triggering keyboard shortcuts (i.e. unintentionally deleting entire blocks). Providing an option to disable keyboard shortcuts will prevent this from happening or allow troubleshooting as needed.

What is your proposed solution?

We could allow it to be toggled on and off like the Top Tool Bar from the components-dropdown-menu, or we could add a toggle to the top of the keyboard shortcuts page:
