Description
When mouse is hovered on the block inserter, page can no longer be scrolled, until the mouse is moved out of the block inserter.
Sometimes when the page scrolled up/down, and if block inserter appears at current mouse pointer position, user cannot scroll the page anymore. Mouse needs to be moved out of the inserter first.
It should allow page scroll even when the mouse is hovered on inserter, and inserter should disappear after scroll.
Step-by-step reproduction instructions
- Open editor
- Hover between blocks to see block inserter
- Now try scrolling the page (mouse is on block inserter)
- Observe that page scroll is disabled.
