Internationalization / Date format: PostScheduleLabel format does not match date format settings #67486

Description
One can pick a custom date format in their site settings over at Settings > General, or their site. However, that format isn't used in the PostScheduleLabel component.
Step-by-step reproduction instructions
- Go to Settings > General
- Change your site's date format to
j F Y - Go to Posts > Add New
- Write a new post
- Hit "Publish"
- Check the date displayed, it doesn't use that format.
Note
You may have to change your site's timezone settings so it doesn't match your own timezone, otherwise you'll see "Today" being used instead of the date.
