Description

When blurring the FormTokenField with __experimentalExpandOnFocus at its default value of false, the menu should not open when exiting the field.

Step-by-step reproduction instructions

1. Go to https://wordpress.github.io/gutenberg/?path=/story/components-formtokenfield--async
2. Type something in the input, then delete it.
3. Click out of the field. Then possibly back in and out again.
