What problem does this address?

#53856 introduced the GUTENBERG_DIR_TESTDATA constant, which needs to be renamed when backporting the tests to Core. Additionally, a new @core-merge annotation has been introduced.

These changes should be documented, either in the appropriate .md file, in the Block Editor Handbook, or in both locations.
