What problem does this address?

We should consider moving PluginBlockSettingsMenuItem Spotfill from edit-post to block-editor as this breaks blocks/plugins that make use PluginBlockSettingsMenuItem on the Widget screen.

What is your proposed solution?

Move it to block-editor or some package better suited, like wp-plugins?
