Persistent block navigator panel #22113

Description

Now that there is precedent for a left side persistent panel with the iteration on the inserter, I thought it would be a good time to try something similar with the block navigator.

Try the prototype.

The appeal of this to me is in the ability to have a persistent way of navigating blocks in complex scenarios. I find myself frustrated with the current block navigator in that it:

  • only shows a limited list of blocks
  • covers the editor
  • disappears when used (my biggest frustration)

I see this side panel as a way to resolve those issues. Perhaps it could even remove the need for the breadcrumb bar at the bottom.
