Description

The links for learning pathways do not look like links, and have insufficient hover state.

First, I only realized these were links when I was doing testing with a screen reader; prior to doing the screen reader testing, I had simply scanned past them assuming they were ornamental content. This suggests a design problem that might need some clarification.

Second, the hover state is a color-only change to the background from #fff to #f6f6f6, which is a nominal contrast difference. For low vision or in bright ambient light, particularly with low contrast vision, this change may not be noticeable. In itself, not an accessibility violation, because of the cursor change, but worth noting given how hard it is to recognize that these are links in the first place.

This is a very minor issue, overall, but I think it could be improved.
