Replaces the outdated reference to the "Activate Update Services" plugin in the Advanced Administration Handbook.
Adds an inline code example demonstrating how to restore the Update Services field in Multisite networks using the enable_update_services_configuration and whitelist_options filters.

It's understandable that we don't want to recommend a plugin that hasn't been updated in years, but the plugin is very simple and doesn't require a bunch of maintenance. In the last update, the author (who is still active on wp.org) put a note in the changelog stating:

(from now the version number will not change when the plugin is tested it in new WP versions and no change is required)

Usually recommending a simple plugin is a better experience for end users than "write custom code", but since this is an "Advanced" part of the handbook I think it's more acceptable to suggest custom code.
