Describe the bug
When creating a custom level, it is possible to create a blank level that has no name. Both of these conditions should not be possible, in my view.

The dialogue should not allow a blank "name" to be saved and perhaps a blank level should have the title field added automatically?

Also, those pesky tool tips are back, in Custom Levels. I don't think the tool tips are required at all, but it's your call.

To Reproduce
Steps to reproduce the behavior:

1. Go to Custom Levels
2. Select type to customise
3. Select < Define new level >
4. Click on Save level with no name and no fields

Expected behavior
One should not be able to create a blank custom level with no name.

At least the blank/no name level can be deleted ... lol
