On release of 1.4.1.0 the master build gets bumped from 1.4.1.99 to 1.4.2.99 so that it remains ahead of both any impending minor release, and any bug fix release.

I'd prefer to add this only to the 1.4.1 branch for the release, and leave the master branch to have all the .mk makefiles sources corrected. |

For this release, while some dependencies were (temporarily and permanently) unavailable at build time, dependencies have been made local. Makefiles are to be corrected on the master branch. |

Because dependencies sometimes unavailable (see: https://github.com/Veil-Project/veil/actions/runs/5515437920/jobs/10055763646) I added local copy of most of dependencies.
I'am not sure if it's best solution, but it should work
