Description Of Changes

This gives the current set of CI workflows, actions, and dependencies from main so that the infrastructure will run correctly and hopefully without error. This should allow us to readily cherry pick and test the code changes.

Kinda like I expected, need to backport #2492 to get tests passing. Doing that manually.

TEST: Update test images due to Natural Earth map changes

Looks like Natural Earth tweaked some lake boundaries. Update some tests
to remove maps if they're not unique to those tests, otherwise just bump
the test image.

Only pulling in the image test fixes since pulling in the new image requires #2425.
