What should we add?

Lakes and rivers plotting on top of data have been a long-time, minor nuisance for me when using declarative.

A similar complaint is mentioned in issue #1293, but that one advocates for a user-controlled z-ordering. All I'm suggesting here is that lakes and rivers default to being drawn below any weather data (e.g. PlotGeometry, ContourPlot, FilledContourPlot, BarbPlot, etc). Would really appreciate any feedback on this possible enhancement.

Example 1: Scott Thomas didn't include lakes in his plots of NWS Grand Rapids warnings on Twitter, probably because it would have covered a special marine warning polygon over Lake Michigan. Not plotting lakes left the Great Lakes with the same color as land.

Example 2: Both lakes and rivers plot on top of the FilledContourPlot shown below, this one being composite reflectivity from HRRR. I'd really like to see that data currently being hidden behind the rivers and lakes.
