Describe the bug
As a student, after opening a grade inquiry and the discussion gets closed for whatever reason, either by the instructor or the student accidentally closes it, the student can no longer reopen the inquiry - the button to do so is always disabled.

Expected behavior
As long as it's not past the grade inquiry due date a student should be able to continue the discussion by being able to open the grade inquiry again

To Reproduce
Steps to reproduce the behavior:

1. Enable grade inquiries at the course settings page, then edit or create a gradeable that has grade inquiries allowed and its dates are set to accept grade inqueries currently and set the gradeable to grades released state
2. As a student login to that gradeable and make a new gradeable
3. Close the gradeable either as the student or grader
4. Try to reopen the inquiry from the student side
5. See error
