Describe the bug
If a gradeable is set to manual grading by "instructor"
But also has peer grading where a full access grader IS assigned as a peer grader for some/all students in the course... the students who are doing peer grading can see the grading interface but the full access grader cannot!

Seems like we have a bug in the if statement logic for access to the TA grading interface. In this case the full access grader should have the same access allowed to student peer graders.
