Describe the bug

I am seeing this banner once I create rainbow grades for a new course, even though I did nothing with the "manual" configuration options for this course. I don't think this feature is working.

This feature was added PR: #12645

Expected behavior
This banner should only appear when manual rainbow grades is used, that is, when the instructor builds rainbow grades on their laptop and pushes the files using "make push".
