Describe the bug
when a user sets their date format to something outside of the default, certain features can break

Expected behavior
a user should be able to click on, read and reply to discussion posts

To Reproduce
Steps to reproduce the behavior:

1. log in as any user
2. change date format in profile settings
3. go to discussion forum
4. click on a post
5. See error
