Describe the bug
When in the rubric tab of the grading panel, clicking Edit Rubric before opening a testcase to grade causes the marks on that testcase to display as having empty values in their point and comment fields. Please see below for a video demo.

Expected behavior

If a testcase is not yet opened, then the instructor should be able to enable Edit Rubric before opening the testcase, and the mark points and comments of the testcase's marks should be properly loaded from the database.

To Reproduce
Steps to reproduce the behavior:

1. Open a student's submission of a gradeable that has manual grading testcases.
2. Click the Edit Rubric checkmark.
3. Open a testcase; you should see that all the input fields for the point values and comments of the marks are all blank.
4. If you click Discard to try to remove this change, it will reopen the testcase in edit mode, still with all empty fields, but with another blank mark appended.
5. All of these bugs will be removed when you reload the page, and the original database content is loaded.
