What problem are you trying to solve with Submitty
The Numeric/Text Gradeable should be downloadable as a CSV, similarly to how it is done on the Manage Students page. Currently Numeric/Text Gradeables accept CSV uploads but no downloads.

Describe the way you'd like to solve this problem
Add a button to the Numeric/Text Gradeable page which enables you to download the gradeable's data as a CSV. This CSV should be in the same format as the one expected by the current upload feature to make it easy to download, edit, and upload the gradeable's data.
